Check the remote control battery

If your TV supports HDMI-CEC, you should turn it on and make sure it’s turned on on your Apple TV as well. This also avoids IR related issues since the Apple TV sends commands to the TV via HDMI after receiving a Bluetooth signal from the remote control.
In addition to controlling the TV’s volume, HDMI-CEC allows the Apple TV to turn the TV on and off. You need to refer to the appropriate manual to enable this feature on your TV. Some TVs call this feature HDMI-CEC, but others may use a name that includes the term “connectivity” somewhere.
To make sure HDMI-CEC is enabled on your Apple TV, go to Settings > Remotes & Devices > Manage TVs & Receivers and make sure the setting is turned on. Then try adjusting the volume again.
Use your iPhone or iPad as a remote control
If you have an iPhone or iPad connected to the same Wi-Fi network as Apple TV and the same Apple ID, you can use it as a remote control using the Apple TV Remote app.
On iOS and iPadOS, swipe down from the top right corner of the screen to open Control Center, then find the remote control icon and select it.
You now have all the remote access features on your device’s touchscreen. Try using virtual volume controls to see if they work. If volume is controlled by a virtual remote but there are no physical buttons, there may be other problems.
